Pre-existing Defect Led To January 2014 Pipeline Rupture in Otterburne, Manitoba
The Transportation Safety Board of Canada (TSB) has released its investigation report (P14H0011) into the 25 January 2014 rupture of a TransCanada PipeLines Limited pipeline. A 30-inch natural gas pipeline, Line 400-1, ruptured and ignited at the site of Mainline Valve 402 near Otterburne, Manitoba. The escaping gas burned for approximately 12 hours. Five residences in the immediate vicinity were evacuated until the fire was extinguished.
The investigation determined that Line 400-1 failed due to a fracture that occurred at a pre-existing crack that had remained stable for over 50 years prior to the occurrence. This crack had formed at the time of the pipeline's construction likely due to an inadequate welding procedure and poor welding quality. There was no requirement for inspections of every weld by radiography at the time of the pipeline's original construction.
The fracture was caused by incremental stresses to the pipeline, which were likely due to a combination of factors. These included: weakened soil support in the area due to maintenance activities over the years; record low temperatures that winter; recent work at and around the valve site that may have driven frost deeper into the ground; and thermal contraction that may have occurred when the pipeline cooled due to the absence of gas flow for 20 days prior to the occurrence.
Following the occurrence, the National Energy Board required TransCanada to perform several engineering assessments along Line 400-1. TransCanada performed numerous excavations, inspections and repairs along Line 400-1 before returning it to service. Following the pipeline's return to service, TransCanada performed in-line inspections to rule out other threats to the pipeline's integrity.

Rangeland Midstream Canada, Ltd., a wholly owned subsidiary of Rangeland Energy III LLC, has commenced the construction of its Marten Hills Pipeline System. The system consists of new crude oil and condensate pipelines located in the Marten Hills region of north central Alberta. The Marten Hills Pipeline System will extend approximately 85 kilometres (52.8 miles), terminating at an interconnect with Plains Midstream Canada's Rainbow Pipeline System, which serves the Edmonton, Alberta, hub and refining market (system map here). The Marten Hills system is expected to come into service in the second quarter of 2020.
Greenfield Global Inc., Canada's largest ethanol producer and a world leader in high-purity specialty alcohols, welcomed the Government of Quebec's pre-publication of draft regulations on the minimum volume of renewable fuel in gasoline and diesel fuel. Announced this week, the government's proposal would set blending thresholds of 10% renewable fuel in gasoline and 2% in diesel fuel by 2021 and increase the thresholds to 15% in gasoline and 4% in diesel fuel, respectively, by 2025.

Husky Energy has reached an agreement for the sale of its Prince George Refinery to Tidewater Midstream and Infrastructure for $215 million in cash plus a closing adjustment for inventory, and a contingent payment of up to $60 million over two years.
TransAlta Corporation and SemCAMS Midstream ULC, a subsidiary of SemGroup Corporation, have entered into definitive agreements to develop, construct and operate a new cogeneration facility at the Kaybob South No. 3 sour gas processing plant. The Kaybob facility is strategically located in the Western Canadian Sedimentary Basin and accepts natural gas production out of the Montney and Duvernay formations. TransAlta will construct the cogeneration plant which will be jointly owned, operated and maintained with SemCAMS. The capital cost of the new cogeneration facility is expected to be approximately $105 million and the project is expected to deliver approximately $18 million in annual EBITDA. TransAlta will be responsible for all capital costs during construction and, subject to the satisfaction of certain conditions, SemCAMS will purchase a fifty percent (50%) interest in the new cogeneration facility as of the commercial operation date, which is targeted for late 2021.

Tidewater Midstream and Infrastructure Ltd. has announced that it completed commissioning and start-up of the Pipestone Montney sour deep-cut gas processing complex. The Pipestone Gas Plant is designed to process approximately 100 MMcf/day of sour gas and includes an acid gas injection well, salt water disposal well, and pipelines that directly connect to Tidewater's Pipestone Gas Storage Facility. A persistent oversupply of natural gas will drive the 2020 average price at the Henry Hub down (in real terms) to a level not seen in decades, according to new report from IHS Markit. The oversupply—to be reinforced by a new surge in associated gas production from the Permian basin—will push the average price down below $2/MMBtu for the year, IHS Markit said. That is the lowest prices have averaged in real terms since the 1970s. In nominal terms, the last time that prices fell below $2 was 1995.
