Greenfield Global Inc., Canada's largest ethanol producer and a world leader in high-purity specialty alcohols, welcomed the Government of Quebec's pre-publication of draft regulations on the minimum volume of renewable fuel in gasoline and diesel fuel. Announced this week, the government's proposal would set blending thresholds of 10% renewable fuel in gasoline and 2% in diesel fuel by 2021 and increase the thresholds to 15% in gasoline and 4% in diesel fuel, respectively, by 2025.
Taking cues from Texas: Alberta unemployment rate up while Texas sees higher job numbers
While both Alberta and Texas were hit hard by the oil-price drop in 2014, the Texas unemployment rate has dropped while the Alberta rate has risen, finds a new study released today by the Fraser Institute, an independent, non-partisan Canadian public policy think-tank.
"Some people in Alberta continue to blame the province's comparatively high unemployment rate on the 2014 oil downturn, but Texas dealt with similar price drops and has done a much better job creating an environment where workers can prosper," said Steve Lafleur, senior policy analyst at the Fraser Institute and co-author of Lessons from the Lonestar State: Comparing the economic performance of Alberta and Texas.
The study finds that Alberta's annual unemployment rate was lower than the Texas rate every year from 2004 to 2014. But after the 2014 drop in oil prices, the situation reversed, with Texas enjoying a lower annual unemployment rate—in some years, a much lower rate—than Alberta. For example, Alberta's unemployment rate peaked at 7.2 per cent in 2016 while the Texas rate stayed below 5 per cent from 2014 to 2018, the latest year of comparable data. There are many reasons why unemployment has increased in Alberta and dropped in Texas. But it's worth noting that the two jurisdictions have taken markedly different approaches to government policy.
- Alberta has run budget deficits fuelled by government spending while Texas has run surpluses every year but one since 2014.
- Alberta raised taxes (Alberta's top provincial income tax rate is now 15 per cent, Texas does not have a state-level personal income tax) and increased regulation.
"Government policy has damaged Alberta's investment climate, and workers in Alberta are paying the price," said Fiscal and Provincial Prosperity Studies. "While external factors have played a role in Alberta's struggles, the superior performance of Texas over the last few years underscores the importance of progrowth policies in Edmonton," Lafleur said.

Husky Energy has reached an agreement for the sale of its Prince George Refinery to Tidewater Midstream and Infrastructure for $215 million in cash plus a closing adjustment for inventory, and a contingent payment of up to $60 million over two years.
TransAlta Corporation and SemCAMS Midstream ULC, a subsidiary of SemGroup Corporation, have entered into definitive agreements to develop, construct and operate a new cogeneration facility at the Kaybob South No. 3 sour gas processing plant. The Kaybob facility is strategically located in the Western Canadian Sedimentary Basin and accepts natural gas production out of the Montney and Duvernay formations. TransAlta will construct the cogeneration plant which will be jointly owned, operated and maintained with SemCAMS. The capital cost of the new cogeneration facility is expected to be approximately $105 million and the project is expected to deliver approximately $18 million in annual EBITDA. TransAlta will be responsible for all capital costs during construction and, subject to the satisfaction of certain conditions, SemCAMS will purchase a fifty percent (50%) interest in the new cogeneration facility as of the commercial operation date, which is targeted for late 2021.

A persistent oversupply of natural gas will drive the 2020 average price at the Henry Hub down (in real terms) to a level not seen in decades, according to new report from IHS Markit. The oversupply—to be reinforced by a new surge in associated gas production from the Permian basin—will push the average price down below $2/MMBtu for the year, IHS Markit said. Suncor is replacing its coke-fired boilers with two cogeneration units at its Oil Sands Base Plant. The cogeneration units will provide reliable steam generation required for Suncor's extraction and upgrading operations and generate 800 megawatts (MW) of power. The power will be transmitted to Alberta's grid, providing reliable, baseload, low-carbon power, equivalent to approximately 8% of Alberta's current electricity demand. This project will increase demand for clean natural gas from Western Canada.
